PRIVATE ORGANIZATIONS


AFI 34-223: "Private Organizations (PO) are self-sustaining, special interest groups set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the federal government. All POs' are non-federal entities and are to be treated as such. They operate on Air Force installations with the written consent from the installation commander."


Quick Facts:
1. POs must furnish their own equipments, supplies and other materials. Government equipments will not be utilized.
2. Prior to submitting a fundraiser request, ensure that your organization have following documents
up-to-date with the FSS/FSR:
• Appointed Officials Letter
(Update when there is a change of officers)
• Request to Establish a Private Organization
(No update necessary)
• Liability insurance or Insurance Waiver Letter
(Update annually)
• Letter of Understanding
(Update every two years or when there is a change of officers, whichever comes first)
• Constitution & By-Laws
(Update every two years or when there is a change of the organization's purpose, function, or membership eligibility, whichever comes first)
• Minutes of Meeting
(Update with each meeting held)
• Annual Financial Statement
(Update annually)

3. It is the POs' responsibility to route all letters through the appropriate channels.
4. All requests for fundraisers must be approved 10 days prior to the fundraising event. Please plan accordingly.
5. The use of DoD insignia or Air Base Wing letterhead for the organizations correspondence is strictly prohibited.
6. POs are allowed two fundraisers per quarter, no exceptions.
7. Contributions or sales will NOT be sought during duty hours or in the work place (lunch hours are permissible).
8. Military personnel cannot participate while in uniform.
9. Any sale of food will also be coordinated though Military Public Health.
10. The sale/serving of alcoholic beverages is strictly prohibited.
11. Regulations governing PO matters are AFI 34-223 and AFI 36-3101.
